Passed one bit of EPA, failed to attend the other

Hi, Please can I have some advice on how we code an apprentice who passed through Gateway, passed their theory exam, agreed dates etc for his Practical exam which has all been paid for at £900. But on the day failed to turn up and has blocked all contact with us and left his employer (he'd confirmed the night before he would be there :-( 

Can I still mark him down as complete but no achievement so we can get the completion payment? As the EPAO class it as an automatic fail. The hassle this student has caused throughout his program and doing this has cost us considerably. I really don't want to be even more financially impacted. We lost the full EPA price as the examiner was there ready (after a 3 hour drive).

No as the funding rules requirements are:

P160 The apprentice must be employed until the end-point assessment is completed. Consideration must be given to the potential time needed for any re-sit and / or re-training prior to re-taking the end-point assessment so the apprentice remains employed during this time.

P160.1 The only exception is where the apprentice has been made redundant and we are funding the apprenticeship to completion.

The PSM guidance is:

In order to be recorded as ‘Completed’ (Completion status code 2), both the training and end point assessment activities for the programme must be completed. An end point assessment that has resulted in a failed outcome can be classed as complete as long as the learner reaches the end of the end point assessment period, rather than withdrawing. If either of these have not been completed, then the programme aim cannot be recorded with Completion status code 2.

There are 2 reasons you cannot complete this Apprentice and claim the completion payment:

1 They have left employment before the EPA was completed and 2 did not take all elements of the EPA.

Thanks, I thought that would be the case. He was technically employed on the date of EPA as it appears he handed in his notice that day, but should have notice to work (although I doubt he will). Very unfair when we can't pass on the cost to the apprentice or claim the funding for it. So we have lost £1900 (38% of the funding - completion plus EPA ) through no fault of ours or the employer.
