Processing when a learner enters gateway

Hi All

When a learner enters gateway we process the zprog record as 1/8 and the standard learning aim as 2/1.

This is causing clawback issues though, so we are wondering if that's normal? It's not ideal as the money does then come back when they achieve but its a bit messy from an accounting point of view.

I'm afraid the only answer is "get better at setting your planned end dates"...

Are these old old learners whose planned end was based on EPA date rather than gateway date?

Thanks Steve.  Our challenge is that when some of our apprentices come in early, we may have some clawback for a month or two of funding drawn down between actual end date and the ILR being processed as a 1 /8 on the zprog.  We do not receive the balancing payments until the apprentice has achieved.  So it feels like some unnecessary cash movement, with clawback and then us getting the relevant balancing OPP’s.  Is this correct, or should we be receiving the balancing payments upon completion and not achievement?  Will this vary dependent on whether the PED is aligned to old learners and EPA, or new learners with PED aligned to end of on programme learning?   Any help is much appreciated.

Settle in for story time!

So, when they published the technical guidance back in 2017 which includes how the payments were meant to be made, it said that balancing payments for the on-programme payments should come when the learner was (at the time) set to complete (ie, what is now the Gateway point) and we had to fight tooth and nail to convince them that that was NOT and never had been how the system was actually built.

They subsequently updated the guidance to match reality, seemingly this was easier than rewriting the payment system...

Long story short, yes this is how it works, no it isn't great. But, yes, if your PEDs are better aligned to when people are actually getting to Gateway, then it should be less of an issue (obviously, it's impossible to be perfect on this).
