Funding Functional Skills L2 where IA identifies learner at L2

Hi folks,

Question re FS funding, which I can see has been discussed previously albeit a little while ago. Can I ascertain views on the funding of L2 Functional Skills, for a level 3 or above apprenticeship, where a learner has an initial assessment result of L2? I'm of the view that, in this scenario, you wouldn't claim funding unless you can demonstrate new learning. 

Am I interpreting this correctly? I've seen the Agency pull this up at audit previously so want to ensure I stay on the right side.

Prior achievement takes precedence over M/E initial assessment see the following:

P142 For level 3 and above apprenticeships where the apprentice does not already hold the acceptable level 2 English and maths qualifications, we will fund the apprentice to achieve the qualification. The apprentice must commence tuition at the English and maths level immediately above the level at which they have been assessed at the start of their apprenticeship programme. In instances where this starting level is lower than the exit requirements, progression through the appropriate English and maths levels (as required in the apprenticeship standard) must be achieved.

Sure, but if there's nothing to teach them, you can't have the money.

Darren, I've been setting a (very personal) rule of thumb that if there isn't ten hours of stuff to teach them, then don't claim the money. If there's more than that to get them through the test, then you can have the £471.

Martin West, I guess the question is around correct use of public funds. If the learner has achieved L2 and doesn't require any training in order to sit the exam is it right to claim that funding?

Steve Hewitt, that's roughly my thoughts - if you can evidence some teaching requirement (and the associated delivery) then my current view is I'd be comfortable claiming the funding. Would you view a revision session as being sufficient (ignoring the point you made about 10 hours)?

No If the learner has achieved L2 then even if the initial assessment is at or below L2 then you cannot claim funding.

Darren, I assume by "achieved" you mean "learner has been assessed (by BKSB or whatever) as L2" and not "learner already has a level 2 qualification"?

I'd be a bit squicky about claiming £471 for a revision session myself, which isn't to say you couldn't get it through audit...

Correct, that's my fault, bad choice of wording. I was referring to them obtaining a L2 IA result rather than achieving a previous L2 qualification.
