Learner's withdrawing having completed Learning on Start Date

Hi,
If a learner successfully completes their 'Learning on Start Date', but then withdraws without completing any further activity on programme, as well as putting an AED as the Start Date, should we also be 'Excluding the learner record from batch'?

I'd generally include anyone who actually did some learning, even if it's only a day, but does mean they'll pop up on the PDSAT report
