Functional skills funding - Apprenticeship transfer

Hoping to confirm my thoughts. An apprentice transfers to another provider having already started work on their FSkills. New provider is entitled to claim the full FS funding as we would have no way of knowing what the previous provider has claimed?
This is assuming there is work to be done, if they are test ready we would not claim funding but if there is training to be delivered we are not expected to reduce the funding are we?
