Upskills for L 2 apprentices who have L 1 Functional Skills

Hi, I am looking for some clarification, please. If a Level 2 apprentice already holds a Level 1 qualification in functional skills, and according to clause P140.2 in the funding rules - 'apprentices must start, continue to study and take the assessments for Level 2 English/and or maths' - how long should they study for before they take the exam?
- when an apprentice is struggling and it is impacting focus on the main programme, can they decide they do not want to continue to study and sit the assessment?
I guess what I'm looking for is some guidance on the minimum amount of teaching that would be expected for the upskill.

If the appropriate GLH for the aim has been delivered and they have taken the assessments, then you will have met the requirements for funding.
