EFA - Funding

If a learner following a 16-19 Study Programme funded by EFA, was in attendance on day 42, but withdrew on this date, would we receive funding for this learner?  Would we be required to reduce the learners planned hours to actual attendance?

Hi Bill Smith,

As it is a withdrawal you should not change the hours for any aims that have started - aims yet to begin should be removed.

From Memory if they are in learning on the 42nd day then you will receive funding for the learner @ 50% of the funding band from the GLH and EEP hours returned.

If you amend the record, generate an ILR and stick it through the FIS/HUB the reports output will confirm if you are getting paid or not.

NOTE: - From an audit perspective this learner will appear on the PDSAT for learners withdrawing in and around qualifying period so make sure you have evidence of first and last attendance to back up the claim.

The funding calculations rational for the 42 qualifying period is: the learner’s actual number of days this funding year >= the learner’s qualifying period in days.

So, they would have met the requirement for funding.

Hi Bill

It will generate funding for a withdrawal on day 42 but you will need to consider the following:

From the ILR Spec regarding start date

  • It is sufficient for the date held in this field to be accurate to within a week, providing that any approximation does not result in a learner being wrongly included or excluded in the funding calculations.

And also if it is a continuing programme from a previous year the six weeks are measured from the learner's first date of attendance, which might not necessarily be 1 August and in this case the annual planned hours must be updated to remove all of the hours within the funding year for these learning aims, except for any planned hours actually delivered within the first six weeks.

The 50% reduction in funding affects the retention factor and not in year.

Kind regards, Anna
