Element 2 high needs funding

Good Afternoon,
We have some learners this year that we are claiming high needs funding from our local LA for, some are in receipt of the element 3 top up and we have found the flag for those on the ILR but cannot find a way to flag those that are in receipt of element 2 only. If there are other general FE colleges/ITP's who claim this funding can you let me know what you put on your ILR?

Um, if they aren't getting element 3 (ie you don't have anything in place with the LA or they're less than £6k of support) then they can't be flagged HNS for element 2, even if they've got an EHCP...
Effectively there's no such thing as "just" an element 2 learner...
