Bursary - Tax Credit Evidence

Can I ask if anyone else is coming across this issue when collecting evidence for 16-19 Bursary.
When applications are being made, I am receiving the Tax Credit Review letter which shows a projection on the 2022-2023 tax year and being advised by parents/students that the award letter for 2022-2023 is not being issued out from HMRC to those in receipt of child tax credit.
In the guidance it states you need to have the award letter - If you are experiencing this, how are you dealing/processing the applications in order to assist those in need of support?
