Non Funded Apprenticeship in ILR

Can someone advise please? We would like to return and Apprentice in the ILR as not funded (e.g. FM99). Has anybody an experience of doing this before?
We have tried changing it to FM99 but we are struggling to clear the Rule Violation with regards to Programme Type and Aim type etc .Thanks , any help appreciated.
