Levy transfer start date and processing

We have a learner who started in September 2022 with a non levy employer. The total TNP1 and TNP2 cost was £14500. Unfortunately the levy transfer did not work correctly and for R02 and R03 we received 95% and the employer has paid the co-investment totaling £1000 for the 2 months.
The ESFA told the employer to cancel the Apprenticeship service record and begin again. The levy transfer has been sorted for the remaining £13500, which is what they have added to the record, however they cannot back date further than November as the start date.
Would you now add a new employer record with the November start date as though it was a change of employer and add TNP3 and 4 for the remaining costs? Also do you know if the held 20% is 20% of the original £14500 or the new £13500?
