Failed Y1 learning aim

We have an apprentice on a programme where the entire of Y1 (after an initial introduction) is spent at college (subcontracted provision) working on a mandatory qualification.  The apprentice has unfortunately failed to achieve this qualification and needs to repeat it at another institution - it's more than a re-sit, he needs more teaching.  He can't realistically move on to the rest of his programme until he has completed this successfully.

I've been asked whether we should withdrawn him and register him as a fresh start with a full set of initial assessments, or keep him on programme but with a completely revised training plan.  I feel like I THINK I know what we should be doing in this circumstance but is there any guidance that sets it out please?

We're also the employer for this learner if that makes any difference.  Costs very near the funding cap for the programme without the extra year at college so well aware that either solution will come with additional costs that can't come from the levy.

Not really any point in withdrawing him, the money's already been drawn down so, even if you did, there would only be the remainder left. He'll just end up finishing past his planned end... But, yes, a revised training plan sounds like an excellent idea!
