I have an apprentice learner who withdrew in 21-22, but has recently returned in 22-23 with a new employer and a completely different apprenticeship. My query is how to bring her previous record in the ILR to the new academic year or do I create a new record for the learner in the 22-23 ILR.
Grateful for any help.

Depends on your student record system, but a basically a whole new record. As it's a different Standard, you don't need the old records in this year's ILR.
