Hi,
Can anyone clarify whether a small employer can (if they need to) receive through the Apprenticeship Service levy transfer for a 16-18 year old? I appreciate this can be fully funded but just wanted to check whether it can happen.

Yes I believe an SME with a 16-18 year old can be funded by a levy transfer. The levy transfer and the 5% waiver are completely different mechanisms
