I'd say the opposite, that it's 50% unless there's a very good reason for it to be more? The whole point (ha!) of this version of the Rules was to (double ha!) simplify it, so everyone was making the same calculation and that we weren't being overly penalised for fixed costs when making a reduction.

I was looking for any guidance on the rule around “reducing the total price by at least 50% of the prior learning percentage”. I fully understand the calculation for the percentage of prior learning, however wondered how other providers are interpreting the “at least 50%”.
Is this suggesting that you should reduce 100% of the prior learning percentage, unless you have justification to reduce it less i.e. 50-99% (i.e. fixed costs for a cohort of learners in a classroom where 1 of the group having prior learning still means your costs are the same).
Any thoughts would be hugely appreciated.
