Subcontracting Standard - National Careers Service

Its my understanding that the new subcontracting standards only applies to Post 16 providers (which would not include National Careers Service) ? is that correct. My only confusion is that a provider of NCS has received the auto generated message yesterday re the requirement to acheive the standard? Any clarification would be most welcome - Jo
