Transfer In v Restart

Morning All
Can anyone confirm the difference between a transfer in and a restart.
In the ILR they both appear to be treated the same with a restart indicator but we use BUD and there are applications for restarts and transfers in. As far as I am aware the ILR treats both in the same way. So am a little bit confused as to why they have both routes.
From what I can see from the funding rules a transfer in and restart are the same thing and treated the same in the ILR.

The original learning start date is only used for restart after a BIL and not for transfers in.
