Afternoon,

I’m hoping comebody can help clarify something for me please in relation to the “Funding Rule Monitoring Report 02 - Duplicate learning aims being delivered at two or more providers”. This is a useful report and I recall receiving it a few times during the last few years and has helped to resolve some subcontract related submissions.

I don’t recall having one recently though so am hoping that is because there are no queries, however as we have had an increase in subcontract submissions I just wanted to check that this report is still running each month?

No, we're not getting it this year. Entirely speculative, but I was always a bit worried about the GDPR implications of telling a provider that someone was also studying somewhere else... Worth pointing out that the report was introduced and withdrawn before and it was only last year it came back...

We found it very flaky, claimed we had learners recorded elsewhere and we never got to the bottom of why. I was glad it's gone and one less thing to worry about!

Thank you both for the replies, any suggestions about how to monitor this kind of thing without the report? For example, if a subcontractor submitted claims to us to process on our ILR for AEB funding, if they then accidently also added them to their ILR too how would we know this? Apart from this report I'm not sure how this could be prevented?

More in Steve's world than mine, we don't do any SC now (thankfully!) The duplicates it claimed we had were bizarre, 16-19 high needs, claimed they were on someone else's ILR doing work experience aims. Spoke to the college who assured me never heard of them and were 100% not on their ILR. Never got to the bottom of it with ESFA. Good luck!

Fortunately, none of our subs have their own contract!

Effectively, all we can do now is get the learners to confirm that:

a. If they're study prog learners, that they're not studying ANYWHERE else

b. If they're AEB that they're not doing THE SAME THING anywhere else
