Hello,
I have a candidate who Residence Permit was issued in Jun 2022, valid until Dec 2024. – Type of visa: Dependant partner leave to remain. Are they exempt for the three-year residency rule and would they be eligible to undertake an Apprenticeship?

If the partner has ‘leave to remain’ than 3 years applies.
Only ILR (Indefinite Leave to Remain) is exempt from the 3 years residency requirement.
If the partner of your potential learner is an EU citizen and the partner has Settled/Pre-Settled status and been here three years, then the potential learner would not need three years. NBBB only applies to EU citizens, not UK citizens...
