Withdrawn apprentice wishing to now do EPA?

If an apprentice has completed all elements of the practical period, but has chose to withdraw due to not achieving their Level 2 in Maths. Can the apprentice chose to re start if they pass their Maths and then re start to just undertake the EPA? I have consulted the funding rules but can't ascertain if this would be possible or not?
