Destination and Progression (no change to circumstances)

Here's a question for you all...

We're obliged to return a learner's destination once they finish their studies, but in some cases their circumstances haven't changed (e.g. employed before, employed after, same job). It doesn't feel right to claim that this is their 'destination' or 'progression' - they're just where they always were.

Further, if they've been in that same role for more than ten years, rule OutStartDate_01 is triggered if we supply a genuine start date for the destination record.

What approach do you take when recording these sorts of learners? I can't see anything concrete in the specification.

As a fudge, we can just shift the start date forward to some arbitrary (and valid) date, but that doesn't seem appropriate. And is it really progression in that case anyway??

It's Destination though, because it's what happened next, even if it's not "progression"...

Given no one does anything with any of it anyway, just bung it in with day after finish...
