16-19 and Adult Skills funding at the same time?

I'm looking into a situation where we have a learner who is 19 years old for 22/23, and is studying 2 A Levels (both now in their second year of study), which are still 16-19 Funded. They have additionally enrolled, in this academic year, onto a Level 3 aim. They currently don't have a Level 3 qualification, so have had their fees waived by using L3 Entitlement. I have also noticed that the hours of the Level 3 aim haven't pulled through with the rest of the programme, so I presume this is due to the possible funding issue which is preventing our MIS 'seeing' it.
My question is this - can this learner be on both 16-19 and Adult Skills funding at the same time?

Short answer is "no". The extra qual should be part of their study programme, even though they've just started it this year. Shouldn't error given the start dates on the other aims.
