Yes, because it's an error. Having said that, there's no impact in changing this field at any point (particularly if there is no change to TNP2).
Only point it might get a bit tricky is if the EPAO wasn't approved for the Standard in question when the learner started, but I don't think they're allowed to sign up learners in that circumstance?

It has come to my attention that the wrong EPAO ID was selected at the beginning of the programme for a learner who has now completed. There is no impact to TNP2 price. Can we change the EPAO ID, what is the impact of doing so after they have completed?
