Senior leader - does SBP count as OTJ?

Hi everyone :)
On the Senior Leader standard, apprentices must submit a 500 word summary of their Strategic Business Proposal before gateway. One of our programmes is rejigging their schedules a bit for the next intake, and it now looks like for their learners the submission of the portfolio and SBP summary will now be the final thing they submit before gateway.
If not, then we're just going to have some limbo time in between end of the practical period and gateway whilst the learners finish their portfolios and write their SBP summaries, as the learning journey for them does make most sense to have those activities at the end...

I think the SBP wouldn't count, since it is (conceptually) not "new learning" it is using the learning already achieved.

I know that compilation of the portfolio doesn't count as OTJ (p8, item 24 of https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1110377/20221011_OTJ_Guide_v4_-_For_22_23_Rules_Final.pdf) but I'm not clear on whether the submission of the SBP summary should count. My gut take is that it should - it feels like an assignment - but I don't want to base my planned end dates for an entire group on something which I later find doesn't count!
