Another question re FS learning .... ....

If the subcontractor does an initial assessment first, is this classed as "started learning"  or should it be the actual date they had their first teaching session ?

We have a learner who has completed the initial assessment in January, but hasn't engaged in the first teaching session yet.

Teaching, IA doesn't count.
