Can anyone provide further clarification if the following learner is eligible for AEB funding?
Learner is from Samoa and has a residence permit stating "Intl sportsperson leave to remain." Restricted work - no public funds.

Oh lovely!
So "no public funds" doesn't include education, so that's not a problem, but they would have to be here three years before they're eligible for funding.
