Enrolled on L1 Functional Skills but assessed again at L2

Hi,

I have a Level 2 Apprentice that enrolled on L1 Functional Skills after achieving Entry level 3 on their initial assessment. They have recently completed a diagnostic assessment and their tutor believes they should be on L2 Functional Skills. Can the leaner change levels or do they need to complete their level 1 first?

They don't need to complete level 1 first, no, but the tutor/apprentice will need to weigh up whether or not it's appropriate to skip it as failure to complete at least level 1 will see them fall short of the gateway requirements. If they do fail, you also open yourself up to scrutiny on the basis that you've imposed a higher benchmark on the learner, despite their assessment suggesting they weren't at that level yet, so you'd better have additional evidence supporting that decision.

P136 For apprentices undertaking a level 2 apprenticeship:

P136.1 We want as many apprentices as possible to achieve level 2 English and maths. We require all apprentices to achieve level 1 (where they have not already) as a minimum and where appropriate, work towards level 2 English and maths. Not all level 2 apprentices will be required to take the assessments at level 2. Level 2 English/maths must be achieved if specified within the apprenticeship standard.
