I understand the funding rules mention that apprentices must not contribute towards the costs of their apprenticeship.

What happens when the apprentice needs to resit part of their EPA and the employer wont pay but the apprentice offers to? The provider either has to record the apprentice as a fail or pay the costs themselves?

You could argue semantics and say the rule states they must not be asked to contribute (which they haven't been), but I don't think this would necessarily be in the spirit of the rule. I imagine the service desk would just direct you to the rules and/or this page, but you could try to get clarification from them. I think it's likely the provider will need to pay though, if they don't want the learner to withdraw, though they'll still get the completion payment either way.
