From other posts I have seen on here around residence permits "No Public Funds" is in relation to things like benefits and the NHS mainly, but does not cover education. I believe you would just go down the usual route of has the learner been here for three years and will their visa expire before the apprenticeship is due to finish.

An issue we have found is that a learner who is on a BIL and then withdrawn because they never restart cant be processed by the QAR technical spec. The methodology in the technical specification looks for a restart indicator to process the end of a BIL but if the learner doesn't restart and you just withdraw them it cant see this and leaves them on the ILR as a BIL even if you're reporting them as a withdrawal.

Just to keep people updated on this. We use PICS for our ILR and they are currently looking into a reporting issue on their side as they can see the Co-Investment payments being marked as PAID but for some reason this hasn't reported to the ESFA and therefor not drawn down the completion payment.

Hi Paul They both have a 1 in the Overdue_continuing_aim and on further digging the status wasn't put in within the learning year of their completion. I just now need to figure out why they are showing as Learning Outcome 9 which I believe is study continuing when it looks from our ILR that everything is up to date. Thanks for the help Paul Joe

That is what I thought at first but looking at 2 I have in front of me right now one has the planned end date of Feb 2021 and another has the planned end date of Dec 2019. I have noticed they are missing an Actual End Date or Achievement Date but I'm not sure how we would get this updated when the information on our PICS account is all filled in for the learners.

The course in question is Warehousing related and the learner has said they know what packing materials are but not how they are used and how they are used makes up around 90% to 95% of the unit/lesson, I would say its part of a larger session and not really something they wouldn't need to do at all. I think we could argue in an audit that the learner still need to learn a vast majority of the unit as part of their delivery.
