Thanks for the replies, its really useful!   The functional skills themed awards at L1 are not CoF compliant, but for progress and engagement I would like to do them anyway while exempting in year 1?    Does that make sense, and importantly would it be seen as breaking condition of  funding?

I sincerly hoped not as we would/have only done that in the best interest of the learners progression over time.  If a learner was exempted would it be possible to enrol on a non funded course in Functional Skills such as City and Guilds Level 1 award in Mathematics/English themed qualifications for that year?
