Hi Steve Hewitt the only ambiguity is with the word 'Should' rather than 'Must' ...... Hence the requirement for clarification.  Thanks for looking at this with me.

Thanks Steve Hewitt ...  This is also my own personal opinion from a quality point of view.  On this occasion however, I trying to determine if it is possible to deliver them on-line without breaching funding rules.
