Glad I stumbled across this thread. So are we suggesting that the 1st April deadline isn't mandatory? If we don't sign a learner off FS by then, we won't have to continue FS learning with them, effectively meaning some employers may decide to withdraw their learners after 1st April and we won't be penalised in any way?
