Martin, I have no experience of employers switching from Levy to non-levy or vice versa, so I would have to guess at what the data is showing. The details are pretty much the same as what I see when one of our levy employers runs out of funds, and needs to be invoiced each month for the co-investment contribution. It is definitely showing a shortfall of levy funds dropping in to co-investment, but on a non-levy DAS funding line, so I would expect that there are two possible options, a non-levy becoming a levy payer after the learner has signed up, and not having sufficient funds, having just tipped in to levy, as you suggested. Alternatively it could be non-levy with insufficient Levy transfer to cover the programme, but I think that this would be highly unlikely, if not impossible, as I would expect the transfer to be sufficient to cover the programme. Therefore, I think that your suggestion is the correct one.

PICS uses ACT1L and ACT1N as internal identifiers to differentiate between Levy and Non-levy, however they are both exported as ACT1. The determination of which contract they fall under is based on their DAS account. Non-levy employers with levy transfer still fall under the Non levy contact, but the funding falls under the Levy funding column in the Apps monthly payment report, not the co-investment column. We record these learners in PICS as ACT1L. HTH

We have had a problem with this too, the error indicates that the ULN or delivery location postcode is not correct, so you check the ILR and it is. It has turned out that the head office details the employer is putting in do not match the EDRS record for the ERN being used.

Stopped records definitely do not drop off the list. Following on from that, I would be surprised if completers dropped off. Something really needs to be done about this, all new starts must go on the DAS from the 1st April, and we have employers who have used all ten (some from last contract year, as we encouraged early take up), and can't get incentives for learners who would otherwise qualify as they now have to go on procured contract. What will they do in just over a month? Will the reservations limit be increased, form 1st April, or will they do away with it? Surely we should know by now.

I find the fact they they are missing from the con-investment report, most bemusing, when it is part of the month end reports where the information is clearly available for them to use. Martin

We are also experiencing the same problems with this report, along with missing ULN despite the learner being on the next line, with the number in that, missing ERN, even on lines where the employer name has been returned from the Apprenticeship service. And just to add more confusion Non-Levy DAS is also being returned and there is no way to differentiate the Levy DAS from the Non-Levy DAS, and I need to do this as the Non-levy will be invoiced up front if necessary and the Levy are only invoiced if they go over their "budget", and this report is the only place to find that information. It used to be OK, it's now getting more confusing each month. Why on earth the ESFA didn't decide to use a different ACT code for Non-Levy DAS I don't know.
