We also had questions regarding this and sough clarification.  The reply I got yesterday was Thank you for your enquiry, please see below answers to each question: I am looking for some clarity on the new earnings threshold for 2024-25. If a learner is unemployed or on state pension, what evidence must we have seen to deem them eligible? If the learner is in receipt of a private/state pension, this would be classed as an income, the learner would need to be assessed as under the earnings threshold criteria of £25,000 (see below bank statements). What happens with economically inactive people? What would we need to see from them? Economically inactive people could be living at home and not claiming any benefits therefore don’t we usually ask to see 3 months of their bank statements. Is it just that we see the evidence, or do we have to scan these and retain them in the learner file? The provider needs to be able to evidence why they have made the funding decision. It is recommended they ask to see the learners bank statements for the previous 3 months and keep this in the evidence pack. Does this rule also applies for Tailored learning now? Thanks in advance

Hi Steve Yes the NP postcode is definitely there.  I have checked in the survey. Maybe they have taken them off the list.  We do have an apprentice with an NP postcode who is fine, but it doesn't look like the rule looks at FM36
