I work primarily on returns/funding/DAS for a HE Training Provider with c.1500 apprentices covering 15 standards I've been looking after the ILR and funding requirements from the very start of our apprenticeship journey, starting with low numbers back in 2015/16.

Hi Christina - you would have to withdraw the apprentice from the time they left the previous employer and restart from the date they start with the new employer. This is required to prevent funds being paid while the apprentice is not employed.

Hi Gaynor - no that wouldn't cause any DLOCK errors in your final ILR submission as long as the revised price was approved on the AS account with the employer before the the May (R10) return. However you would need to submit an earlier version of R10 ILR to allow you enough time to generate a temporary DLOCK. This is what triggers a mismatch on the AS account and allows you to send the revised price request through to the employer for approval. The initial price in ILR and As would match in R09, and then would match again in R10 as long as approved on AS.

Yes that's my understanding and that's what we do, it is a real pain. This even applies to cohorts where the EPA price is unknown at the start of the apprenticeship. The training price has to be added and agreed with each employer, and then revised in ILR and agreed again with the employer when the EPA price is known. Almost all of our RPL is approved after the initial price has been approved on DAS, and requires re-approval with the employer..........a real bind

Hi Jessicar - we are also using end of previous and start date of new employment to calculate the 30 days.

It sounds as though it depends on the type of school and if the LA pays the employer salary. Your query isn't as straight forward as I first thought due to the various types of LA/School relationships. Therefore if your school was a maintained school it might just be a case of changing employer id. https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/843991/Guide_to_apprenticeships_for_schools.pdf

Hi Gaynor - you should have an ILR mismatch error in your AS account on price. You can send a request through to the employer to approve a price change to match the ILR value. That should resolve your DLOCK error. I don't think the funding reservation is involved in the data matching process, just the agreed price.

.....therefore should the council not by funding the apprenticeship by a levy transfer to the school, and the school recording the apprentice on their own AS account? I would be interested to know if that is allowed under ESFA funding rules as I understood the agreement on the AS system should be between the training provider and the employer? We have similar relationships with NHS trusts and small GP practices which are all funded by levy transfers, although the method you describe above would be much easier. It would save having to guide lots of small employers through the AS set up an management process.

Is the apprentice employed by the school or the council?

Hi Timothy - does the council provide the levy payments directly to you through their own levy account, or do they transfer funds to the school/employer?
