We are also wondering the same. We have a handful of learners who have reached the same criteria as yours, i.e. completed learning and the threshold for Milestone 1 payments, but no the outcomes for Milestone 2/3. The Provider Support Manual for Bootcamps does seem to contradict the Technical Funding Guide... I'm leaning towards processing them as withdrawals. Did you get anywhere with this r012943? I have raised with the helpdesk but haven't had a response yet...
