HI David, I agree with you. The bursary guide is quite clear - Institutions are also reminded that the bursary fund is intended to help students with the essential costs of participating in their study programme, so to help with the cost of essential books or equipment or with the cost of travelling to school or college, for example. The bursary fund is not intended to support costs not related to education, extra-curricular activities or provide learning support - services that institutions give to students – such as counselling, mentoring or extra tutoring.

HI Adam, Several years ago, we implemented a ‘learner absence log’ specifically to address this ESFA requirement of 'auditable evidence'. We use this form when we know a learner’s absence is likely to exceed the 4 weeks, but we are confident that they will return i.e. after surgery. This log tracks their absence and is our auditable evidence of their intention to return., as it documents the learners commitment to return on a specific date, we also ask for a doctor’s note, again which demonstrates the planned date for return. If subsequently the learner decides not to return, then we exit them in line with their last date of evidenced attendance. Hope this helps.

HI Adam, As you know the guidance states this > EHC plan AND institution assessment that confirms they are not able to study either GCSE or stepping stone qualifications. During our most recent ESFA audit they did ask to see evidence of both, so based on this I would say that without the ECHP you would not be about to record it as exempt. Not sure if this helps, but that is my experience.

HI Helen, As a provider with multiple locations, we also have a standard process which is weekly BACS payments (we have operated this approach for many years). We do also have one location who offer termly travel permits. We purchase the permits in advance, the learners have an app on their phone which they use to take the journey. Should they leave the programme early or stop attending we have the option to stop the permit and request a refund from the travel operator. Hope this helps

Thanks Martin. So, nothing to do with the amount of eligible Free Meals students at a particular location. Where we have locations that do not have catering facilities on-site and/or are unable to reach an agreement with a local supplier to provide meals for eligible students, we are considering the option of paying weekly via BACS instead so that they can purchase a meal of their choice. However, most of our locations have more than 50 students, but in the main only between 10 > 30 eligible Free Meals students on roll so this one caveat rules us out of the exceptional circumstances set in the funding guide.
