That was an old research document and not policy, the latest from the ESFA is that it is the employers responsibility.

I think you are correct but the existing skills offer spreadsheet is for the current funding year and may or may not be extended for starts in 21/22 not sure what the policy is for next year.

No all new starts must meet the minimum duration and the 20% OTJT requirement, for your scenario it is doubtful due to APL that they would be eligible.

Individual standards do not have levels as they are related to an occupation. It would have to be a withdrawal and new start.

It is a hard lesson to learn but hard close means exactly that and you cannot adjust or alter funding in the previous funding year. You can correct any administrative data errors, see the PSM guidance for correcting errors in a previous funding year but this would not attract or adjust funding.
