There's been literally no communication about it...despite the Government website referring specifically to the 10 reservation limit being for the financial year 2021-22 (see below) If new employers haven't had any apprenticeship starts, then logically they'd still be entitled to their allocation of 10.  But this isn't definite and there seems to be no additional supporting information available anywhere? Thanks very much Martin I suspected as much as this would be the logical thing to do - but I haven't seen any actual official confirmation of this anywhere so I thought it was worth asking before I started the process of taking on more apprentices from these employers.
