I'm trying to understand the 'flexible element' of a 19-24 traineeship. It doesn't include English, maths, ESOL or digital literacy. It doesn't include work preparation training (CV and interview prep, interpersonal and communication skills). It does include 'appropriate technical qualifications and skills required by the local labour market that will help the learner move into work or remove a barrier to them entering work'.  Fundable qualifications are fairly straightforward. But what are some examples of skills required by the local labour market that aren't work preparation, particularly where the traineeship is not designed to lead to an apprenticeship? Would these be funded as per non-regulated learning?  Thanks,
