If the ESFA was going to be fair about it, instead of resorting to the "sometimes you win, sometimes lose" argument, they would remove the requirement to reduce the planned hours or remove the hit to retention factor i.e. allow us to record the core aim as Complete - Compstatus 2. Nobody other than the ESFA is winning when we take a hit to our retention rate, which is a hit to our future funding, and a hit to our in year funding claim -and all because we managed to progress a learner into an Apprenticeship....

see guidance extract below - taken from Apprenticeship gateway and resits for end-point assessment (EPA) - GOV.UK (www.gov.uk) This seems to be saying that in order to agree the learner can go to Gateway they must meet minimum requirements, part of which is "have evidence of or pass functional skill levels in English and maths" - I'm therefore assuming if the Apprentice has failed their Functional Skills level 1 then they can't go to Gateway. So is the statement above from an ESFA representative not contradicting their own guidance? Gateway Gateway takes place before an EPA can start. The employer and training provider will review their apprentice’s knowledge, skills and behaviours to see if they have met the minimum requirements of the apprenticeship set out in the apprenticeship standard, and are ready to take the assessment. Minimum requirements To meet the minimum requirements set out in the apprenticeship standard an apprentice needs to: display occupational competency have evidence of or pass functional skill levels in English and maths complete mandatory training take any qualifications set out in the standard meet the minimum duration for their apprenticeship training Only apprentices who complete gateway successfully can start the EPA.

I also think the term "successfully completed" is making a clear distinction - i.e. this requirement to reduce hours shouldn't apply to withdrawals and I'd guess it doesn't apply precisely because the ESFA will be hitting us with a 50% lagged penalty for these withdrawals so surely no need for us to reduce the planned hours when it's already taken care of... albeit lagged. That is how lagged funding is supposed to work is it not? Unless we are allowed to record them as completers? Even though they've dropped out of their Study Programme without completing...?

Hi Steve When I look in FIS access.mdb export (Rulebase FM25 table) I can see that our learners in this scenario, flagged as withdrawal/transfers, are counted as not retained. Maybe this is just a limitation of FIS but it certainly seems that they will be impacting on our retention factor

What if the learner withdraws from their Study Programme in order to transfer to Apprenticeships i.e. they are not an early completer and therefore not retained for 16-19s funding purposes and therefore their withdrawal will negatively impact on retention factor. In that scenario I would assume that you do not adjust the planned hours claim for the 16-19 episode because the provider is hit with a lagged funding penalty. Reducing their hours would in fact result in a double penalty?

Guidance states that if a 16-19 learner withdraws from the institution entirely after the 6 weeks qualifying period then there is no need to change the planned hours claim. But what if the learner is on a short programme, qualifying after 2 weeks but withdrawing entirely within 6 weeks - I would assume the same principle applies i.e. if the learner is withdrawing entirely then no adjustment is necessary?
