Just to follow up, I have had a reply from the DfE saying that the Second Language iGCSE does count for CoF. So I will now leave it with the subject leads to make a call on whether the student is capable from an educational point of view rather than funding. Full response below: Dear Chris Thank you for your enquiry. International GCSEs, regulated or unregulated, or equivalent level 1/level 2 certificates, in maths and English all count as equivalent to GCSEs for the purposes of recognising prior attainment in the 16 to 19 maths and English condition of funding. Students who hold these qualifications in maths and English at GCSE grade 9 to 4 will not have to continue their study of these subjects. Therefore IGCSES in English, English as an additional language and English as a second language at the relevant grade all count as prior attainment for the condition of funding. I hope this is helpful.

Thanks Ruth, that's pretty much the conclusion that I came to is that they can't prove that it is eligible. And from an educational point of view it doesn't make sense. I have a GCSE in French, but there's no way I could study Physics in French for example!

Sorry yes I should have said attendance for the second year rather than hours. Thanks for the help Steve, it has reinforced my thinking that really this needs to be done within an academic year.

Yes, that's a good point - this will be mid programme of their A Levels/BTECs etc, so the 42 days in the second year will start from whenever they first attend one of their other courses that year. However, I was under the impression that they would at least need to have some attendance on the EPQ in the second year for us to be able to include it in the ILR at all? i.e. If we had it running with a start date of Sep Year 1 and an end date of Jan Year 2 (when the work is sent off) but they had no timetabled sessions in the year 2, would the ILR not just ignore it because there are no hours for the second year, and therefore revert to the first year with no result against it?

Thanks Steve, Wouldn't finishing them on the 2nd August mean that the ILR is then expecting 42 days attendance for the following year though? And yes I think you are right to not recommend the second option, having them not achieved for the first year is going to cause some problems. I think most institutions teach them September to April, then submit the work for deadline in May.

Hi Ruth, We are also getting concerned about the LDNS for 16-19. We are trying to replace a small number of courses that the boards have informed us will no longer be funded, but as it stands at the moment we have no way of knowing what we can replace them with. With regards to our existing courses, we are working on the assumption that we are fairly safe for our A Levels, but for some of the qualifications with a smaller 16-19 population nationally it becomes somewhat of a gamble. We have advertised them in the prospectus for months so we could have disappointed students and staff frantically trying to find new courses if it turns out they are not funded! We've also had the same experience with awarding bodies in that they either don't know the answer or don't understand the question.
