Thank you Martin and Steve. Martin West I did read this in the guidance, however when you read the employer-provider guidance it says you must be a levy paying employer to follow the guidance. This is the response I got from the ESFA when I asked for clarification around this: 'If you would like to deliver apprenticeships to your staff members, you cannot provide the training unless you are an employer-provider. This is because you would be considered the employer. To become an employer-provider, you must have an annual pay bill of over £3,000,000. Or, if you have any connected organisations, you must have a combined pay bill of over £3,000,000. I have provided a website below which includes more information on this. https://www.gov.uk/guidance/pay-apprenticeship-levy If you need any further assistance, please let us know.'

Thank you both. My understanding was that you could, as you rightly say Steve. I queried this as the employer-provider rules state the rules are basically only for levy employers delivering to their own staff. I got the same response from two different people at ESFA, which says you cannot deliver to your own staff and must use another provider to deliver the training unless you are on RoATP as an employer-provider. I am really confused!
