Happy to be corrected by someone else, but I'm fairly sure an employer wouldn't see the contribution amounts even if they saw they were out of levy? Not least because it's such a fiddly calculation (done in a fairly weird way if they have multiple Apps as well)... Depends as well if it's a one off or an on-going lack of Levy.
Think the easiest way is for us to keep an eye on the Contributions report.

Hi all, does the amount an employer owe in relation to co-investment show in their service account? If so, if a levy paying employer has insufficient funds, does the amount they need to co-invest show in their account or is it totally reliant on providers picking it up in the report? I do check reports monthly so do pick these scenarios' up, I'm just trying to put an easy to understand guide together for new members of staff. It's quite hard to simplify these things, when you understand it without thinking too much about it :)
