Can anyone provide further clarification on what constitutes to a substantial study programme? 

For example how would the agency view a learner aged 16-17years. following a study programme of less than 150glhs for a duration of more than two weeks?  Is there any specific guidance on the minimum number of hours we should be delivering per week, to be compliant with the participation of young people in education and training?   

We have identified as per paragraph 170 of the Study Programme Guidance, that learners who are undertaking less than 16hours learning per week are classed as part-time, therefore for learners 18years or younger to comply with learning participation in education should the learner be completing more than 16hrs per week.

I don't think ESFA worry about PT 16-17 year olds. The DfE RPA guidance is here;

It's for LAs really, but we report all our 16 and 17 year olds not meeting this to the LA, and they look into it. Also, RPA applies to under 18, they don't have to comply with this as soon as they turn 18, including mid year.
