I have 5 learners out of 43 showing identical R51 errors; how do I resolve it?

You must have recorded a maths value (1) more than once for these students. We physically can't do that with our MI system, so I can't tell you how that's happened with yours. The ILR xml should only have one of these per learner (if the "Learner has not achieved a maths GCSE (at grade A*-C/9-4) by the end of year 11"). You might also have another EDF record with a 2 for English.
