Will previous years' QAR change with additional withdrawals?

Wondering if someone can help. We have some historic apprentices who have been on a break in learning for some time and whom we now need to withdraw as they are not going to return. Their PEDs fall within previous funding years, however, and I am unsure how this will affect our QAR - will the numbers be logged retrospectively into previous year's data and reduce their current totals or will they all be lumped into this year's QAR and bring down our rates for this funding year further?

Hi Kate Danbury,

The answer is it depends.

The QAR is calculated for the Hybrid end year which for apprenticeships is the latest of:

9. We base the overall QAR on the hybrid end year, which is the later of:
• the achievement year of an apprenticeship
• the actual end year of an apprenticeship
• the planned end year of an apprenticeship
• the reporting year

If the PED is in this or future academic years it will be the date used to calculate the Hybrid end year as it will be after the withdrawal date. If the PED is after the withdrawal date the Apprenticeship will be included in the year of the PED. That could be this year, next year or later years

However if the PED is passed then the Hybrid end year will depend on the reporting year i.e. it will be this year UNLESS:

29.Aims where the learner is on a planned break (with a Completion status of 6 ‘Learner 
has temporarily withdrawn from the aim due to an agreed break in learning’), are 
treated as a withdrawal for the overall methodology where either of these apply:
• they do not have a corresponding restart record in the same funding year
• they do not have a corresponding restart record in the following funding year
• if the planned break was recorded in the ILR R14 return for funding year 2019
to 2020, they do not have a corresponding restart record in the R04 ILR return 
of the funding year 2021 to 2022

In this case the Apprenticeship MAY already have been counted in a previous year depending on the BIL date and the PED date. Para 29 does not apply if the PED is after the withdrawal date.

They will be lumped into hybrid year 22/23 where the reporting year is the latest.

The hybrid end year is the later of the:

a achievement year (for apprenticeship standards on funding model 36 only)

b planned end year of the learning aim

c actual end year of the learning aim

d reporting year
