ESFA funded AEB: funding rules 2023 to 2024 (workplace learning)

Edited

None

Anyone else noticed the fundamental change on Workplace Learning within AEB on the May 23 update of the AEB rules? Seems a big change, especially as it wasn't in the What's new section at the top of the rules?

23/24 rules

Learning in the workplace

We will fund any regulated qualifications and/or learning aims at an employee’s workplace. You must ensure they are approved for ESFA funded AEB and available on find a learning aim.

Rules within the ‘what we will not fund’ section still apply. (note, no barrier within here to stop the above)

22/23 rules

Learning in the workplace

We will fund learning in the workplace where a learner has a legal entitlement to full funding for:

·         English and/or maths up to and including level 2, and/or

·         a first full level 2, or

·         a first full level 3 qualification

·         essential digital skills qualification, up to and including level 1

We will fund learning in the workplace for the level 3 FCFJ offer.

We will not fund any qualification or learning aim delivered at an employee’s workplace, and is either relevant to their job or their employer’s business, unless:

·         it is a legal entitlement qualification, and/or

·         it is included in the level 3 FCFJ offer

·         DfE and/or ESFA have confirmed a national level concession that responds to a significant negative economic impact for a specific industry, or work placement or work experience, unless it is delivered as part of a traineeship programme, or the Prince’s Trust Team programme

I've emailed the service desk about this (I'll let you know if I get a response). It's a hugely significant change if it was intentional. Why would such a massive change not be in the list of changes? I've asked them to confirm we are now allowed to do any fundable aims in the workplace and, if so, can they add that to the changes.

Response from ESFA;

Thank you for raising this, and please accept our apologies for not including this change to the rules in the what's new and summary of main changes sections of the AEB funding rules. This was an oversight and will be amended.

We can confirm that the new rule is correct and we have removed the barriers to funding learning in the learner's workplace. As we have explained in the rules, we will fund any regulated qualifications and/or learning aims at an employee's workplace as long as they are approved for ESFA funded AEB and are available on FALA.

Wow, this can make a big difference for workplace engagement and training.
