We have a learner who has 4 x GCSE's grade 4+ and a BTEC First Award in Performing Arts Level 2, can this combination be regarded as a Full Level 2 ?

No it would be: 

Level 1 (code 2) GCSE/O Level (at grades D-G or fewer than 5 at grades A-C)

I actually disagree. It should be Level 2 (code 3). The L2 Award comes under "Vocational and technical qualifications at Level 2 (not on the Level 2 entitlement list)".

Thank you Ruth Canham-James, it was more to do with confirming if the BTEC could be classed as an equivalent GCSE grade to make a Full Level 2 along side the 4 GCSE's the learner had already achieved.  Level 2 (code 3) was not sufficient for funding purposes.
