19-23 Adult Level 3 Offer

Hi all,

Whilst looking at the Main Occupancy Report we have found six 19-23 year olds showing on the Funding line type 'ESFA AEB - Adult Skills (procured from Aug 2021)'. However, they have been entered onto our ILR as 'National Skills Fund - level 3 adult offer (rate 1)'.

Five of them have a prior attainment at Full Level 2 and all of whom are in receipt of low wage. The other has exhausted their Level 3 Legal Entitlement previously and are in receipt of low wage.

We have used the following LDMs;

·         378 Adult Level 3 Offer

·         379 Adult Education Budget procurement 2021

·         382 Adult Level 3 Offer for Low Wage Learner

We were expecting these learners to show as ‘National Skills Fund’ as the qualifications are on the Adult Level 3 Offer.

Can anyone explain why they are showing as Adult Education Budget and not National Skills Fund?

Have you double-checked their Prior Attainment details on LRS? This would seem to indicate that the ESFA want you to claim AEB funding using the First Full L3 waiver rather than FCFJ. The FFL3 waiver must always take priority over FCFJ where both are eligible.

All 19-23 year olds funded as a result of FCFJ rules, are funded through your adult budget rather than your NSF one, and will appear in column BE of your occupancy as AEB. It says that in the AEB Funding Rates and Formula, paragraph 64. I only discovered that yesterday! You do still get the uplift if you've coded them as 378.
